codecs: add hevc helper to pre-decode the header for w/h
This will make the overall decoder logic more straightforward, as the guest side is handling the adaptive playing logic. Host side can just carry out the actual decoding using hardware. TODO: re-use existing hevc helper by doing a proper reset. Currently, the hevc helper is created fresh for each vps/sps/pps frame. It might be able to do proper reset before decoding the next frame header.
