pixelstats: add vendor pixelstats
Add pixelstats-vendor, a daemon to collect
hardware reliabilty information.
It implements SysfsCollector::logBatteryChargeCycles logging for Suez.
Test: reboot and
1)no error log with TAG "pixelstats-vendor" in logcat found
2)follow log found to make SysfsCollector running
