This patch creates a pixel owned tracing instance apart from main tracer(i.e., /d/tracing/instances/pixel-trace) so that we will keep a certain mount of data without interference from others(e.g., traceur, atrace and so on). It's important to not lose the information to investigate problems at bugreport. This CL also adds dumpstatez and bugreport property hooks to stop/restart the trace during bugreport to keep more old trace. Bug: 120763475 Test: 1. manually test and check ro.lmk.kill_timeout_ms exist or not 2. launch much apps, such as Chrome/Maps/Spotify/Camera/Android Auto etc, raising the memory pressure then check Spotify isn't killed and Camera won't lose picture. 3. (the phase-sf changes from 6ms to 0.5ms) Therefore, VSYNC-sf comes 0.5ms earlier than signal_retire_fence when applying early_sf_phase for transaction and cause frame missed. Add more 1ms to early_sf_phase then it will come 0.5 later than signal_retire_fence in this case.
