The previous signature is for a not valid self signed cert. Updating the
signature to the actual gearhead signing cert.

This change grants all runtime permissions gearhead needs to run in the
pixel 2018 system image.

As a result of adding an alternative permission UI flow into the
prebuilt upon interaction with the notification, we are allowed to be
pre-granted this permission.
