Upload files only that is needed for user_artifacts
Uploading all files under cvd_home can cause error because it has a
possibility to upload unnessary files or directories that eventually
causes error while processing user artifacts directory.
So, upload files only that is needed for user_artifacts to the docker to
prevent error.

Test: launch_cvd_arm64_server_docker.sh user@host 1 only uploads rsynced
files to docker
