Handle environment variables in cvd load and support system_image_dir .
The cvd load design for work enviroment is based on
- using first instance as launcher for other devices
- use a seperate folder for launching (better debugging)
- using system_image_dir for a seperate build images
- no fetch_cvd optimization or caching is done yet in this CL
