Reenable probe IE whitelist, bullhead
Reenables the Information Element whitelist used to strip extra
information from wifi scan probe requests. This makes the device less
trackable over wifi.
Was disabled temporarily due to intereference with Wifi Direct/P2P
Bug: 37280053
Test: CTS verifier
