Make audio_policy.conf a pre-built. This allows for a different audio_policy.conf to be copied based on which audio hal is used (legacy or other). The audio_policy.conf file is removed from the PRODUCT_COPY_FILES list and added to the PRODUCT_PACKAGES list.
