Run some tests under linux_bionic_x86_64
The tests currently transition into linux_bionic_x86_64, but
after the switch to multiproduct bazel builds, they'll use
target_compatible_with instead. Run these tests with
linux_bionic_x86_64 to ensure they keep coverage.
