CtsVideoTestCases: oprate: Relax pass criteria further for older devices
Pass criteria has been further relaxed for older devices.
Operating rate tests are disabled for devices launched on Android P
and below.
Also operating rate scaling factor is limited to
> 0 and <= 1.25 for devices launched on Android Q and below.
