CRAS: handle AOKR wake ups
When the "Wake On Voice" device is opend, the stream is initially blocked with flag input_streaming=0. After a hotword is detected, snd_pcm_avail() shows audio samples are available to read, and input_streaming is set to 1. BUG=chrome-os-partner:33495 TEST=cras_test_client --capture_file /tmp/wave.raw --rate 16000 --num_channels 1 --pin_device 9 Wait 10 secs, then say hotword, wait another 10 sec, Ctrl+C. Listen to the recorded file: It's only ~2secs from the beginning to the end of the hotword phrase. Audio continues seamlessly after the hotword until interrupted by Ctrl+C.
