Push to GoB instead of Gerrit in cbuildbot.
In the past, we jumped through hoops to avoid pushing to the http
mirror for Gerrit. Now that we're on GoB, we can push directly to it,
so we don't need to jump through the hoops anymore. Remove this
unnecessary complexity.
Also remove the cros_enable_push script, which is not needed in GoB,
since users are able to push by default, and we don't need a script
to enable that feature.
