Setup binhosts before verifying Chrome binpkgs.
Some builders run setup_board with --nousepkg to build the
toolchain from source, but then want to pull in binary packages
during build_packages.
When setup_board is called with --nousepkg, the toolchain is
installed and built but the Chrome binhost is not set up. We call
setup_board a second time here with --usepkg to set up the binhost
for Chrome, so that VerifyBinpkg will do the right thing.
