validation_pool.py: Increase timeout for gerrit SUBMITTED status to 420 secs.
The Gerrit team tells us that a delay in the status of a CL
transitioning from SUBMITTED to MERGED of up to five minutes is normal.
This change extends our timeout to seven minutes.
