add unit tests of gather_builder_stats's CL action summary
This CL gets the ball rolling on unit tests for gather_builder_stats.py.
It refactors some of the metadata fetching code to make it easier to
test, and adds tests of the logic that summarizes CL actions.
BUG=None
TEST=New and existing unit tests pass.
