DO NOT MERGE Update Android CLDR data from 2022f to 2022g. [R]
Android patches:
1. metaZones.xml was patched: aligned from/to dates for
Asia/Kuala_Lumpur with its transition rules (which are
coming from Asia/Singapore).
2. SubmissionLocales.java is different in CLDR 43, and
does not affect output, hence dropped.
3. root.xml changes were omitted as tzdata module does
not include them.
4. TestExampleGenerator.java was omitted as it had
merge conflicts and does not affect output.
