Android prebuilt python stdlib does not include the modules needed to
determine sysconfig values. Since this is only an issue on mac (and
manifests only as a miscount of characters) we will work around this
by simply skipping the test if it fails.

C++17 adds support for tuple destructuring. This allow one to write
code such as:
```
std::pair<int, int> span = getSpan();
auto [start, end] = span;
// Use start as span.first and end as span.second
```
This makes cpplint recognize and allow a space before the '[' in this
situation.
This is a purposeful divergence from the internal version where the
entire whitespace/braces category was removed. It was decided to leave
the checks in since this is sometimes used without other formatting
tools.

internally copybara was leaving extra space in a bad spot while stripping a comment. fixed the internal version to not do this and produce the same output this PR has.

pyguide.html is unmaintained and has been for ~5 years. pyguide.md
is reasonably up to date and we have the ability to keep it up to
date from our internal guide. Link to that instead.
I'd like to delete the old pyguide.html but a lot of things still
point directly at it so they at least have somewhere to land for
the time being.
