Add Arm Neon SIMD paths to MSan builds
MSan does not support assembly code so all SIMD paths were disabled
for MSan builds of libjpeg-turbo. Now that all Arm Neon SIMD paths
are implemented using intrinsics (and all assembly code has been
removed) we can enable these paths for MSan builds.
