Add Android-specific build config and license files.
Add the MHD_config.h file that's used on Chrome OS, but with
HTTPS_SUPPORT set to 0 rather than 1 (this will be enabled
after patching to use BoringSSL). Also add an Android.mk
file that builds src/microhttpd/ and NOTICE and
MODULE_LICENSE_LGPL files.
