Allow undefined symbols
Host builds were compiling without -Wl,--no-undefined. LLVM uses
libraries with undefined symbols, use LOCAL_ALLOW_UNDEFINED_SYMBOLS to
prevent -Wl,--no-undefined being added.
Test: m -j host
