nfacct: Initial check-innougat-mr1-arc
This is a port of Plablo Niera Ayuso's nfacct tool from libmnl to libnl. The behavior and usage have been kept compliant with the original version. Change-Id: I2f1d573226764d59494d393a905fcc54a46b7fac Signed-off-by: Mathieu Poirier <mathieu.poirier@linaro.org.
