Remove use of LOCAL_COPY_HEADERS

These are deprecated, and this is one of the last places outside of
device/, hardware/, and vendor/ that they are used.

Test: mmma -j external/parameter-framework
Test: USE_CONFIGURABLE_AUDIO_POLICY=1 mmma -j frameworks/av/services/audiopolicy
