Remove use of LOCAL_COPY_HEADERS
These are deprecated, and this is one of the last places outside of device/, hardware/, and vendor/ that they are used. Test: mmma -j external/parameter-framework Test: USE_CONFIGURABLE_AUDIO_POLICY=1 mmma -j frameworks/av/services/audiopolicy Change-Id: I1e1098b2e632ae5a8d4e8fd1cd0e49020f1e6b6a
