pw_unit_test: Flip test runner command args

Users control the pw_unit_test automatic runner by setting the
pw_unit_test_AUTOMATIC_RUNNER and pw_unit_test_AUTOMATIC_RUNNER_ARGS
variables on their toolchain. As the name and documentation implies, the
ARGS are passed to the pw_unit_test_AUTOMATIC_RUNNER. The test_runner
orders the command line arguments as:

  AUTOMATIC_RUNNER test_binary ARGS

The ordering between test_binary and ARGS may not matter for most
AUTOMATIC_RUNNERs, but in case it does, the ARGS should be immediately
after AUTOMATIC_RUNNER, as they apply to it and not the test_binary.
This CL re-orders the command line in the form of:

  AUTOMATIC_RUNNER ARGS test_binary
