toolchain-utils: Remove uses of "readelf --debug-dump=info"
Now that we have switched to DWARF v5, using
'readelf --debug-dump=info' no longer works. This CL replaces such
uses with llvm-dwarfdump instead.

TEST=Verified manually that the commands are equivalent.
