llvm-tools: Use the chromium mirror for gettting tot hash.
We were querying github to get the tot git hash. However,
the ebuilds use the chromium mirror for llvm sources.
As the mirror can be behind github, it caused a version skew
where the sources could not be checked out to the desired tot hash.

TEST=update_packages script.
