We might start using mypy after python3 adoption picks up. Mypy keeps
caches so it can go quickly. Ignore those.

`go build` will build this binary. There's not a _ton_ of reason to `go
build` it directly, but it's probably nice to gitignore it anyway.

Keeps an up-to-date LLVM source tree in 'llvm_tools' directory.
Previously, the LLVM repo would be cloned once and then be forgotten.
BUG=None
TEST=Ran the 'llvm_bisection.py' script on a previously created JSON
file (the script created it before). Successfully created tryjobs that
were not in the 'jobs' list. Also, successfully kept the LLVM repo
up-to-date in 'llvm_tools'.

Got rid of stale copies of some tools like "crosperf" and moved all
files under v14 directory (that came from perforce) into the top
directory.
