Improve `--builtin_processors` handling
Load all processor classes from the `--processorpath` when
`--builtin_processors` is unset, instead of unconditionally loading core
classes like Guava and the Dagger SPI from the host classloader, to avoid skew
in integration tests using older versons of Dagger.
