scripts: repair and update validation_stats.py
Parses validation headers registry file 'validusage.json',
layer source code and layer test code and reports various
statistics and consistency checks.
Deletes the checked-in error database file
vk_validation_error_database.txt in favor of the ability
to generate an up-to-date version on demand.
