Consolidate all third party licenses in LICENSE_THIRD_PARTY.
* Add the full license to all third party files.
* Correct some entries in LICENSE_THIRD_PARTY which were missing the full
license.
* Relicense all Chromium-licensed files under WebRTC.
* Remove third_party_mods/, which is now redundant.
