Add more VA Buffer print to ease the LibMIX debug
BZ: 163443
Add more VA Buffer print to ease the LibMIX debug:
1) correct the RefList1 print
2) the luma_weight, luma_offset, chroma_weight and
chroma_offset should always be printed
