mm-video-v4l2: venc: Remove unsupported LTR indices

In this change all unsupported LTR indices & related parameters
are removed eg. QOMX_IndexConfigVideoLTRPeriod,
QOMX_IndexParamVideoLTRMode, QOMX_IndexParamVideoLTRCountRangeSupported.
