Delegate libc++ dependency decisions to libc++.
Explicit dependence on libandroid_support means we can't exclude it
based on APP_PLATFORM. Let libc++'s Android.mk decide whether it is
needed or not.
Do the same for libc++abi. We don't need this, but it's better to
keep all the information with the module itself.
Test: ./checkbuild.py && ./run_tests.py
