Hidlized version of IMemory.

- Add hidl_memory type.
- Add android.hidl.memory@1.0 package
  - IMapper
  - IAllocator
  - IMemory
- Add libhidlmemory
- Add default implementation of android.hidl.memory@1.0
  - Ashmem
  - Ion (TODO, probably in another CL)

Test: compiles (WIP)
