Prevent the Emulator tool window from hiding due to lack of content
The new logic in the contentRemoved method in ToolWindowContentUi brought in by the 221.5080.210 platform merge hides the tool window as soon as it has no content. By deleting the placeholder panel after creating a device panel we make sure that the tool window never becomes completely empty.
