mali_kbase: workaround: pause before init L2 on.android-13.0.0_r0.76android-gs-lynx-5.10-android13-d4
Some devices seem to get stuck when trying to turn L2 on in rare case.
As workaround, place a pause of 200us before writing L2_PWRON.
