Android patch: CLDR-2698: Replace nb with no
The upstream CLDR ticket is now resolved.

We should consider remove this patch from Android, but we will keep it
for ICU 74 update first, in order to be consistent with the rest of the
patches in ICU and CLDR.
The test data is generated by running the following command:
cd $ANDROID_BUILD_TOP/external/cldr/tools/cldr-code && mvn exec:java -Dexec.mainClass="org.unicode.cldr.tool.GenerateLikelyTestData" -DCLDR_DIR=$ANDROID_BUILD_TOP/external/cldr/
This additional patch is needed because additional test data are added
into CLDR due to
