Rutabaga emulator linker fixesemu-dev
This fixes a few linker and binplace issues:
- We did not enable the gfxstream feature in rutabaga_gfx itself
- We did not link against the right gfxstream implementation
- We now ship as a shared library, vs. trying to statically link
