[WifiVendorHal] link layer stats unit tests
Refactor getWifiLinkLayerStats to make the conversion part more testable. Add test for the link layer stats conversion. Test: New test Bug: 33384303 Change-Id: I322d30c451769c6cbbc1ac048d48af8aaa0ce39e
