Add missing Chromium LICENSE file.android-4.4.3_r1.1.0.1android-4.4.3_r1.1android-4.4.3_r1.0.1android-4.4.3_r1kitkat-mr2-release
The frameworks/webview project contains code from the Chromium
project which needs a copy of the Chromium license.
